Takeo Utsugi(宇津木孟雄)

  According to the written confession of Takeo Utsugi from July to September in 1954, he was born in Chiba Prefecture, Japan in 1895. In 1934, he was an advisor to the "Manchukuo" Military Police. In July 1942, he became manager of Xinjing Xingya Industry Company. On 20 December 1945, he was arrested in Changchun by the Soviet Army.

  Major offences:

  November 1937:sent "a Chinese patriot who was sentenced to death" and detained by the Xinjing Military Police to Xinjing No. 2 Army Hospital "for pathological experiments"; "At that time, as I was just about to go on a business trip by car, I helped to send Corporal Tamura and the detainee to the hospital";

  January 1938: in order to do pathological experiments on live bodies, "I ordered Warrant Officer Ando and Corporal Tamura to send a prisoner sentenced to death to Xinjing No. 2 Army Hospital and give him to a military surgeon, Captain Ono";

  November: in order to do pathological experiments on live bodies, "ordered Warrant Officer Ando and Corporal Tamura to send another prisoner sentenced to death, a Chinese patriot detained by the Unit, to Xinjing No. 2 Army Hospital, and give him to a military surgeon, Captain Ono"; in the same month, "arrested 7 Chinese patriots and 6 of them were sent to the Procuratorate…one was sentenced to death for murder and robbery, and later sent to Xinjing No. 2 Army Hospital for experiments".

Hitoshi Imayoshi(今吉均)

  According to the written confession of Hitoshi Imayoshi in June 1954, he was born in Oita Prefecture, Japan in 1906. In 1932, he worked in the Instruction Department of Japanese Mukden Autonomous Government. He became the Director of Police Department of the puppet Longjiang Province in 1943. 

  Major offences: 

  August 1932: in order to suppress the anti-Japanese movement, "mobilized 500 policemen and 800 members of the Self-Defense Forces", "arrested 6 patriots in a place 2 kilometers outside the west gate of Changtu County seat" and put them into prison, later they were all killed successively. In early November, near Changtu Station, ordered Japanese policemen, "to behead a Chinese peasant by Japanese sword"; 

  Mid-February 1933:arrested 22 or 23 anti-Japanese people around Liangzhongqiao and Tongjiangkou areas; in early March, ordered to have the 14 people, including Tian Wang, who was Commander Tian Zhendong's father, and Chief of Staff Zhu Xiaofei,"shot to death in the open space to the south of Changtu County seat"; 

  May: went to work in the puppet Rehe Interim Government and during this term, "assisted the police department in suppressing the people and cultivating poppies for Civil Affairs Bureau to produce opium" to poison the Chinese people; 

  August 1935:took part in Japanese military action of rectifying public order in Zhuhe County, arrested a young Chinese in a village and "beheaded him in a soybean field"; later, arrested another 5 young Chinese in a village and killed them successively with saber; burned down "houses of 540 households, making over 3,000 residents homeless and hopeless" in different cases; 

  1943:"set up a correction and instruction institution in Kangtai, Longjiang Province" and successively "sent about 2,100 anti-Japanese and anti-"Manchukuo" Chinese patriots to the institution" and "forced them to do labor work, causing many of them to die"; 

  September 1943:"secretly arrested a Chinese", who was later injected to death after the interrogation with torture failed, and his body was thrown into Nenjiang River; 

  February 1944:arrested anti-Japanese people, "arrested two people in Jingxing County and one in Taonan County", in June, "arrested 42 patriots" and sent them to the prison in Qiqihar, where one of them was tortured to death.

Yohei Kibe(岐部与平)

  According to the written confession of Yohei Kibe in July 1954, he was born in Oita Prefecture, Japan in 1895. In June 1921, he served as officer of the Japanese Kwantung Government and chief of Finance Division of the puppet Dalian Civil Affairs Bureau. He became director-general of Social Welfare Department of the "Manchukuo" in April 1944. On 26 October 1945, he was arrested by the Soviet Army in Changchun. 

  Major offences: 

  After June 1939:while being governor of the puppet Andong Province, ordered to use "about 47,000" Chinese people as laborers, some of them "got sick or died due to bad living conditions" and "15 people died";  

  From 1939 to 1941:introduced 14 "Japanese pioneer immigration teams", altogether 650 households, into Mishan, Linkou, Hulin and Baoqing counties, taking the Chinese people's land by force;  

  1941:sold "676,000 liang (1 liang = 50 gram)" of opium to the Chinese people "inside the Donganhe region";  

  From September 1942 to 31 March 1944:during the term of governor of the puppet Jiandao Province of the "Manchukuo", ordered to "use 15,000" Chinese laborers to build roads for the military use of the Japanese Kwantung Army;  

  April 1943:to construct the airport in Yanji County, "in the name of military request, ordered Yanji County to expropriate 10 hectares of private land, affecting 3 families with15 people";  

  From 1942 to 1943:conscripted the Chinese people in areas under the administration, "conscripted a total of 12,000 Chinese people, and those in the prime years and were not conscripted were forced to join the labor teams according to law; during my term of office, I used around 12,000 able-bodied men every year, who did the same work as ordinary laborers"; I also sold "about 350,400 liang (1 liang = 50 gram)" of opium to the Chinese people in areas under the administration."

Hiroshi Hara(原弘志)

  According to the written confession of Hiroshi Hara in June 1954, he was born in Okayama Prefecture, Japan in 1895. In March 1933, he went to northeast China to take part in the War of Aggression against China, serving successively as guard division chief of Inspection Department, and major general and chief of staff of the Railway Security Police Forces of the "Manchukuo". He was arrested in September 1945.

  Major offences:

  19 May 1937: "ordered my subordinate Company to search civilian houses in Tangyuan City and cross-examined the Chinese people there. One of my soldiers shot a Chinese (boy), seriously wounding his head, which was determined to be the cause of his  death";

  After July 1943:as a member of Southwest Defense Committee, took part in the decision of the suppression meeting in Rehe area of mobilizing all suppression forces to assault, arrest and suppress the Eighth Route Army and peaceful Chinese people; in September and October alone, "during the two large-scale assaults", "arrested about 1,000 anti-Japanese operators and anti-Japanese people across Rehe Province, 500 of them were sent after interrogation to Chengde Branch of Jinzhou High Procuratorate";"when arresting and interrogating these people, ghastly atrocities were committed on peaceful Chinese people, such as killing, wounding, burning, destroying and torturing (bloating water or kerosene oil into the stomach, carrying heavy stones and scalding with fire-tongs)".

Ryusuke Sako(佐古龙祐)

  According to the written confession of Ryusuke Sako in December 1954, he was born in Yamaguchi Prefecture, Japan in 1892. In November 1934, he went to northeast China to take part in the War of Aggression against China, serving successively as section chief of Inspection Department of the Railway Security Police Forces of the "Manchukuo" and major general and brigade commander of Railway Security Forces in Jilin and Mudanjiang. He was arrested in August 1945.

  Major offences: 

  August 1941:"we captured about 60 Chinese patriots""near Huodoushan along the Jin-Gu Railway" and "sentenced two of them to death penalty";  

  After 1941:"assisted in household reorganization work along the railways, and the houses of about 3,000 households were ruined";  

  From December 1941 to March 1942:ordered the arrest of "a total of 39""underground anti-Japanese operators", "verdict: patriot Yang Bailong was sentenced to death, Zhou Zhenhuan life imprisonment and others fixed-term imprisonment";  

  March 1943: "arrested about 150 Chinese people in Xiabai City and transferred 100 of them to the Chengde Procuratorate";  

  "During my term in Jinzhou", I ordered the subordinate railway security forces to "conduct the weekly intelligence search" and "arrested a total of more than 3,000 people";  

  Took part in the meetings of "Southwest Defense Committee", and participated in planning and implementation of "public order" actions such as "arresting, suppressing," and "household and village reorganizing".

Issaku Sugihara(杉原一策)

  According to the written confession of Issaku Sugihara in June 1954, he became chief of Ideology Section of Criminal Division of the Ministry of Justice of the "Manchukuo" in May 1938, and director of Criminal Division of the Ministry of Justice of the "Manchukuo" in January 1945. He was captured in November 1945.

  Major offences:

  From May 1938 to May 1939: "when I was the chief of Ideology Section, …the numbers of Chinese people penalized or suppressed were as follows: from around May and June 1938 when about 40 people were dealt with by Harbin High Procuratorate and Harbin High Court, a total of about 300 people were dealt with";

  From February to March 1941: directed the handling of the "Incident in the "Three Zhao's Areas (Zhaoyuan County, Zhaozhou County and Zhaodong County)", "a total of 175" "guerrillas and related local people" were prosecuted;"the results of prosecution and verdict: 72 with death penalty, and 40 with life imprisonment"; "a significant number of people died between the time of arrest and the verdict, which, I believe, was caused by poor living conditions in detention and interrogation with torture by the police";

  From March to May 1943: investigated and prosecuted "about 80" members of the Anti-Japanese and National Salvation Association and peaceful residents who were arrested in the "Ba-Mu-Dong Incident" (Bayan County, Mulan County and Dongxing County);

  "When I was the head (undersecretary) of the High Procuratorate", "under my supervision and command", "more than 30,000 people were tortured and suppressed" for economic cases.

Teruhiko Yokoyama(横山光彦)

  According to the written confession of Teruhiko Yokoyama in July 1954, he was born in Tokyo Prefecture, Japan in 1901 and went to northeast China in April 1938 to join the Japanese War of Aggression against China, serving as a judge at the Mukden High Court of the "Manchukuo". From July 1940, he served successively as the undersecretary and head of Special Magistrates' Court at High Court in Qiqihar, Jinzhou and Harbin. He was captured in March 1946.

  Major offences:

  From summer to autumn 1938: participated in the arresting of about 150 anti-Japanese national salvation activists and peaceful residents, among whom "12 or 13 were sentenced to death";

  December 1942: under the capacity of "chief judge", sentenced CPC North Manchuria branch's "leading official Wang Yaojun, organizer Shi Lvsheng, and group leader Zhou Shan'en to death penalty";

  From July 1940 to May 1943: "the ideology cases handled by me since I became chief judge were89 cases involving 331 people, among whom 18 were sentenced to death, and 10 to life imprisonment";

  From June to July 1945: under the capacity of "chief judge", conducted trials of "over 60 captured revolutionaries and patriotic personages successively, including Yu Tianfang, a revolutionary in charge of the 3rd Route Army" (of the Northeast Anti-Japanese United Army) "and his subordinates Sun Guodong, Liu Xiang and Du Xigang; Zhang Lu, a patriotic personage in charge of the local National Salvation Association, and members of the Association"; "verdict: about 10 revolutionaries were sentenced to death, including Sun Guodong, Liu Xiang, Du Xigang and Zhang Lu".

Okabe Miyake(三宅秀也)

  Okabe Miyake was born in Hyogo Prefecture, Japan in 1902. He was once appointed as section chief of Police Department in Rehe Province, the "Manchukuo", and director of the puppet Mukden Police Department.

  According to the written confession of Okabe Miyake from August 1954 to April 1955, his major offences included:

  1936:the authorities of the puppet Jinzhou Province and puppet Rehe Province arrested 7,066 communists and patriotic Chinese people with anti-Japanese ideas, 150 of which were severely punished (killed);

  November 1938:held the epidemic prevention headquarters meeting, "in order to further complete the plague prevention in Xinjing area, it was decided that the puppet police force should encircle the plague source areas and make the seat of the puppet Nongan County completely cut off from the outside world"; "The main purpose for the Kwantung Army to order the Ishii Unitto directly cope with epidemic prevention was to enable it to take advantage of the plague in Xinjing area to conduct research and experiments, so as to prepare for germ warfare in the future. The Ishii Unit would use the people in Nongan County seat, who were encircled by the puppet police force, in plague germ research and experiments";

  From September 1939 to March 1941:orderedsubordinate puppet police forces to assist in "wiping out" the 1st Route Army of the Anti-Japanese United Army, shooting dead about 20 soldiers of the Anti-Japanese United Army, detaining about 1,500, including Yang Jingyu and Chen Hanzhang;

  3 August 1942:ordered the puppet police forces of Qing'an County to shoot dead Xu Xiangzhi, Commander of the 3rd Route Army of the Anti-Japanese United Army, in Qingfengling, Qing'an County;

  From July 1944 to August 1945:while serving as director of the puppet Mukden Police Department, ordered the subordinates to arrest people who committed criminal offences, "arresting 13,180 Chinese people in one city and 6 counties, transferring 4,565 of them to the puppet procuratorate, 14 of them were sentenced to death and later slaughtered in prison".

Kuji Nakai(中井久二)

  According to the written confession of Kuji Nakai from August to November 1954, he was born in Tottori, Japan in 1897. After 1936, he served successively as judge of Jinzhou Local Court and director of Judiciary Correction Bureau of the "Manchukuo".

  Major offences:

  From 1938 to 1944:"The total numbers of prisoners died in prisons, including those who had been or had not been convicted, were the following: about 6,000 in 1938, 8,000 in 1939, 11,000 in 1940, 14,000 in 1941, 16,000 in 1942, 18,000 in 1943 and 20,000 in 1944. The total number of those who were put in prison and those who were released every year was 200,000, with the (estimated)death rate between 30‰ and100‰";

  May 1939:"in order to build a military brothel to comfort the soldiers, spent 30,000 yuan in constructing a house (about 200 square meters). I rent out this house to aid the Japanese Imperialist Army"; ;

  From 17 July 1941 to 15 August 1945: "at the request of Mukden Medical University of the "Manchukuo", in the name of providing research materials for anatomy, the No. 1 Prison of Mukden gave hundreds of dead bodies, which had died in prison and not been claimed, to the university for anatomy".

Mio Saito(齐藤美夫)

  According to the written confession of Mio Saito in August 1954, he was born in Tokyo, Japan in 1890. In April 1929, he was appointed as unit commander of Changchun Branch of the Kwantung Army Military Police, captain of Japanese Expeditionary Military Police in South China, major general of the "Manchukuo" and section chief of Military Police Training Section.

  Major offences:

  Early November 1937:ordered "the north and south branches of Xinjing and capital police to send about 30 Chinese, who should be sentenced to severe punishment", "to the execution ground 20 kilometers to the northeast of Xinjing". They were all shot to death on the way;

  8 August 1939:ordered subordinates "to take over 90 Chinese people, who were sent from Hebei by Hebei Escort Troops, in Shanhaiguan and sent them to Sunwu. We retained 30 of them and left them with the Ishii Unit in Harbin, and the rest were sent to Ishii Unit in Sunwu." On 17 June 1956, he made some supplements and corrections to the original confession by saying that "according to Senior Captain Shirahama's report afterwards, I knew that the 30 people left in Harbin were for live-body bacteria chemistry tests, and the other 60 were for special demonstrations on poison gas shell effectiveness conducted by Ishii Unit in connection with Narashino School (the gas unit) in Sunwu" ;

  From August 1940 to June 1942:during about 200 searches in Guangzhou City and nearby villages, "about 1,000 Chinese were detained, 200 were arrested and 40of them, or one fifth, were sentenced to severe punishment";

  From June 1941 to June 1942:"ordered the Guangdong Military Police, for three times, to have the captured Chinese people severely punished, i.e. killed(by shooting)",and "the total number  was about 120".

  According to the written confession of Tadayuki Furumi in March 1954, he was born in Tokyo, Japan in 1900. In July 1932, he took part in the War of Aggression against China and was successively appointed as special division chief and section chief of accountant office of Ministry of General Affairs, undersecretary of Ministry of Economic Affairs, undersecretary of Ministry of General Affairs and director general of Planning Bureau.

  Major offences:

  July 1936:"took part in the meeting, presided over by the Kwantung Army and the Japanese government, on the plan of a million households of Japanese pioneers immigrating to China in 20 years. I made contribution to the decision of this plan";

  September 1936:"took part for several times in the 5-year-plan formulating meetings, which were presided over by the Kwantung Army and the Japanese government, and made contribution to the decision on this plan";

  October 1937:"took part in the meetings, presided over by the Kwantung Army and the Planning Bureau, on the 10-yearopium cessation policy. I took part in the discussions, suggesting easing the opium cessation policy, and voted on the policy";

  April 1943:"gave permission to plant opium in the test fields in the plains of Mukden, Jinlin and Siping, to be expanded in the future";

  April 1945:"I sold 100,000 liang (1 liang = 50 gram) of opium to the puppet government of Wang Jingwei in Central China."

Rokusashi Takebe(武部六藏)

  According to the written confession of Rokusashi Takebe in 1950, he was born in Nagasaki Prefecture, Japan in 1893. He was once chief of general affairs of the "Manchukuo". 

  Major offences: 

  "The first 5-year industrial development plan of the "Manchukuo" was completed in 1937";  

  "It was impossible for the "Manchukuo" to implement this plan by itself, and it must largely rely on Japan's aid. So this plan was made after full consultation with the Japanese government and army headquarters";

  "The first plan was amended in 1939 to enlarge its scale.… This was decided after discussion with the Japanese government and army headquarters. Key figures in amending the plan were Naoki Hoshino and Nobusuke Kishi"; 

  "The second industrial development plan was made in 1942, following the first one." "The formulation of the second plan was during my term of chief of general affairs. The key figures in its formulation were Furumi Tadayuki and Aoki Minoru (see the following part for reference). As for the Kwantung Army, mainly Colonel Obi of the Fourth Section took part in the guidance".
